SBI Shinsei Bank Ltd. together with nine other financial institutions (hereinafter collectively referred to as "Agreement Banks"), has concluded an "Agreement on Measures against Specialized Frauds, Social Media-Based Investment Frauds, Romance Frauds, etc." with the Kyoto Prefectural Police in preparation for the launch of the "Kyoto Model" operated by the Kyoto Prefectural Police, with the aim of preventing the spread of damage caused by increasingly serious specialized frauds, social media-based investment frauds, and romance frauds. Background and purpose of the agreement . Recently, the damage caused by special frauds and investment and romance scams that abuse social media has become more serious, and there have been an increasing number of cases in which fraudulently opened savings accounts are being used to transfer stolen funds. In order to protect the customers' valuable assets, we have established an information sharing system with the Kyoto Prefectural Police, and will work to prevent the damage from spreading by early detection and freezing of fraudulent accounts and to recover lost funds. Overview of the "Kyoto Model" The Kyoto Model is a system that quickly identifies accounts used for fraud and victims of fraud by having the Kyoto Prefectural Police and partner banks share information in real time, in addition to the traditional information sharing between financial institutions that is implemented by each prefectural police department. In response to requests from the National Police Agency and the Financial Services Agency, the Bank will further strengthen measures to prevent the fraudulent use of deposit and savings accounts, including corporate accounts. Through public-private partnerships, the Bank will continue to promote the prevention of financial crimes and cooperation in criminal investigations, thereby contributing to improving the safety and security of society as a whole.

SBI Shinsei Bank, Limited's planned initial public offering aims to sell as much as JPY 400 billion ($2.6 billion) of shares in what could be one of the largest listings in Japan this year. The deal would value the Japanese lender at around JPY 1 trillion, said the people, who asked not to to be identified as the information was private. A SBI Shinsei spokesperson declined to comment. The initial share sale comes as the nation’s IPO market is getting closer to the last year’s total proceeds, which was the largest in six years. SBI Shinsei’s deal could push this year’s total higher to the level seen in 2018 when SoftBank Group’s telecom unit went public. SBI Shinsei plans to list in mid-December and has tapped Bank of America, Goldman Sachs Group, Mizuho Financial Group, Nomura Holdings, SBI Holdings and SMBC Nikko Securities as lead underwriters for the deal, people familiar with the matter said last month.
